Fasting before any surgery, liposuction included, is dependent on whether the procedure requires heavy sedation or general anaesthesia. If this is planned, you should not have anything to eat or drink for the 8 hours preceding the procedure. You can, however, have small sips of water if you need.

If the procedure is done under light sedation or local anaesthesia only, you are usually not required to fast.
