I think it is possible. There is a type of eczema that is called oestrogen or progesterone dermatitis. So, these are eczema or dermatitis that is related to levels of hormones in the body.

For some people, during the time of their menstrual cycle, they can get premenstrual exacerbation because they have this. But it is quite rare and not common. But we do know that it is a recognised entity either oestrogen or progesterone dermatitis and that may be reasons why those eczemas can flare during the menstrual cycle.
