From your photos, you appear to have rather inflamed eczema that may be infected. It is not likely that OTC (over-the-counter) creams will work. You will probably require prescription medication (antibiotics, topical steroids) by your doctor to control the skin inflammation and secondary infection. Your doctor will also help assess if there are any contact allergies aggravating your skin condition.

On the longer term, regular use of OTC moisturizers will certainly help reduce relapses.
