The photo is not so clear, but it appears that you may have used too much topical steroids on that patch of skin.

This can result in skin thinning (atrophy) and hair growth. You should stop using any topical steroid creams, and use regular moisturisers.

I’d strongly suggest seeing a dermatologist to confirm the diagnosis.

You are correct in recognizing that the constant scratching and picking at the lesions is causing it to worsen. It is important for you to refrain from doing this as far as possible. Simple measures like doing a cold compress to area can help to relieve the itch. I do advised you to see your dermatologist/doctor to help you manage the skin condition better. There are treatments that can help the bumps settled faster and improve your condition. eg.
