What is the best treatment for droopy breasts?

Droopy breasts are due to a combination of volume loss (glandular loss) and loose skin (think about a long-inflated balloon that has lost some gas). The medical term is ptosis, and can be classified according to the position of the nipple and glad of the breast in relation to the inframammary fold. Ptotic breasts are managed by addressing the gland and the skin through various techniques including: augmentation, augmentation mastopexy, or mastopexy (breast lift) alone.

Treatment of mild ptotic breasts can be through augmentation, including fat grafting or breast implant insertion, or a combination. In more severe ptosis, there usually needs to be skin removed in addition to glandular rearrangement and support. The skin excision can be done in various ways including from around the nipple, in a vertical scar down the lower part of the breast, or with a horizontal extension at your inframammary fold. Which technique used is dependent on the amount of loose skin you have. Glandular rearrangement and support is important for longevity of the breast lift.

Is PRP injection available for acne scarring in Singapore?

PRP at the present moment is not available in Singapore. It does help with acne scarring though, and you might have to go to neighbouring countries to do the treatment (including Malaysia). Having said that, you can consider Rejuran/skin boosters/microneedling that can help in a similar fashion. Your 2nd question on which is better — it depends on the severity and type of scars. But usually Fractional laser is the backbone of laser therapy. So consult your doctor early to discuss the available options.
